Sheff Wed Confronts Major Issues, States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's current difficulties constitute a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in comparable cases, its new chair the regulator has declared.

In a wide-ranging interview, the chairman, who was recently selected, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporter groups representing the Championship side recently.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for the English game and this week we have met fan representatives.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman suggested earlier this year he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in earlier this year caused limitations by the league officials in mid-year, blocking the team from conducting any transfers or loans for the next three transfer windows, although those limitations were removed in August.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a local institution that has represented their community in numerous instances.

"I completely understand Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"The final option we would consider is start getting involved with an specific team, an specific proprietor, without being able to work with that chairman to fix the challenges confronting the team and the owner's facing," Kogan said.

"However, realistically, when you review the record of football, over the recent generations there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the remarkable development accomplished necessary will vanish incredibly quickly," Kogan said.

"And that's what nobody wants in the context of the English game is a major achievement - we've got to keep it going.

"There's an enormous amount of money entering the sport and has been invested for the past two decades, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a considerable comfort."

Ideological Links

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in the past.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any form of political activity."
